NYSDEC PBS database: registration & tank record search

Search bulk-storage registration by facility ID or address, then distinguish it from a spill case and local small-tank completion paperwork.

Before you search

Start with the right identifiers.

Facility identification number, address and municipality, tank number/capacity/use, county and any known spill reference.

Bring what you have. Missing identifiers can be part of the route review.
What you are looking for
The facility/tank registration reference and actual paperwork, separate from the spill and local completion file.
If the result is empty or incomplete
Check tank/program scope and delegated county custody. Do not use a state no-match to clear a small residential tank. Adapt the request outline ↓
01

Use the bulk-storage database, not a renewal form

DEC's PBS FAQ directs users to its online Bulk Storage Database to check registration information by facility identification number or address. Follow that lookup link for historic research. The online registration/renewal application is a different action and is not needed merely to view an existing facility record.

02

Check small-tank and delegated-county limits

DEC's homeowner guide explains that most home heating-oil tanks are outside its PBS rules and points Nassau, Suffolk and Westchester residents to county Health agencies. A blank state registration search does not complete a county or municipal search. Record the tank's use and known capacity without deciding applicability from a no-match.

Request registration documents separately from spills

For DEC-held registration or closure paperwork not online, follow DEC's records-access instructions and cite the facility and tank references. A release has a separate spill number and document trail. Keep registration status, environmental correspondence and local completion records in distinct evidence lines.

After the search

What should you actually come away with?

The facility/tank registration reference and actual paperwork, separate from the spill and local completion file.

Facility and tank

Compare facility ID, tank number, use, capacity and location.

Still missing? A similarly named facility or different tank is not a match.

Different evidence lanes

Keep PBS, spill and county/municipal completion documents separate.

Still missing? A registration status cannot replace the underlying work or cleanup report.

Comparison checklist by Oil Tank Route, based on the official routes above. Not an agency certification, document authentication or a property-safety finding.

Before you interpret the result

Is the PBS number the same as the spill number?

No. Preserve each reference and use the corresponding record system; they identify different record families.

Why does a small home tank have no state PBS record?

DEC describes residential heating-oil scope limits and delegated county programs. Check the relevant county and local work-file route.

Your private record worksheet

Keep the next step clear.

Prepare search keys here, open the official sources above, then record what happened. Nothing is searched or sent automatically. A postal city or ZIP does not establish legal jurisdiction.

Suggested document scope for this route: the PBS registration, tank closure paperwork and related correspondence for the specified facility and tank. Narrow this to the files you still need.

Optional identifiers — stay in your browser

What happened at each source?

These are your notes, not verified agency findings. Leave a source as “Not checked” until you use it.

Your next actions

Start with the identifiers and first applicable source. An online blank, an inaccessible portal and an agency no-record reply are three different outcomes.

No result is not proof of no tank. A candidate document still needs its property, issuer, dates and stated scope checked.

Optional human research is available for NJ/NY, subject to intake review. The worksheet is separate and is not attached automatically.

Make the request specific

A ready-to-adapt outline.

Please provide existing PBS [registration/tank closure paperwork/correspondence] for [address; municipality], facility [ID], tank [number], [dates]. Separate known spill reference: [number]. Please identify any delegated county custody.

Replace the bracketed fields and follow the agency’s current form, disclosure, and fee instructions. This is a draft, not a sent request.

Keep the limits visible.

PBS is not a complete home heating-oil tank inventory. A registration status is not the municipal final inspection, spill report or present-condition finding. NJ/NY assistance remains optional and coverage-reviewed.
